One of the consistent comments we've heard about Cliffview is that the County should use its "reserve" or "surplus" funds for the facility.
As of December 31, 2023, Grand County’s fund balance was $70.4 million (2024’s fund balance will be finalized in late April). While it’s a very large number, the majority of these funds can only be used for very specific purposes as designated by law, by contract, by a vote of the citizens, or by the Board of County Commissioners. For example, voters approved the Open Lands, Rivers and Trails fund, which has a $10.4 million fund balance that’s part of that $70.4 million. The OLRT fund is just one example of the funds that make up the fund balance, and can’t be used for miscellaneous expenses.“Unrestricted” fund balances can be spent on any legal government purpose. Grand County currently has $18.7 million in unrestricted fund balances in the General Fund. Also a big number, the BOCC has committed a large portion of the unrestricted fund balance to build EMS Station One in Granby. Here’s the current plan for the $18.7 million of unrestricted funds:+ $18.7 million (amount that is available unrestricted)- Minus $6.3 million (20% of the unrestricted fund balance is always maintained for unforeseen events and emergencies, like the East Troublesome Fire and COVID pandemic)- Minus $5 million for EMS Station One (which will also require a $25 million Certificate of Participation / Lease Purchase to fund construction)- Minus $5 million (earmarked for future construction of EMS Station Two in the Fraser Valley)= Equals $2.4 million.This $2.4 million is the amount available to use at the BOCC’s discretion – not $70.4 million.Local government accounting is complex. Cliffview is funded three primary ways:
- Private Pay: Residents pay rent until they are unable to financially do so (also known as "private pay").
- Medicaid: Once / if residents are unable to afford to pay rent, they can apply for Medicaid. If approved, Medicaid is billed.
- Grand County Subsidy: Each year, Grand County subsidizes Cliffview's financial shortfalls. In 2025, the County budgeted more than $800,000 for Cliffview operations and facility maintenance.

It is important to the Board of County Commissioners that citizens understand the financial commitment needed by taxpayers to operate the facility. Because Medicaid rates do not keep up with rising operating costs, funding Cliffview Assisted Living Center could include seeking voter support for a potential tax increase in the future.

In 2025, the amount budgeted by Grand County to cover the projected financial shortfall is $813,167.00. Cliffview Assisted Living Center in Kremmling is owned by the Grand County Housing Authority, and managed by Middle Park Health.
Grand County Housing Authority (GCHA) was formed by the Board of County Commissioners in 1977 to acquire, develop, lease and operate affordable housing for Grand County residents with limited incomes. GCHA operates as an independent entity (it is not a department organized under Grand County Government).
