ARREST MADE IN TOWN OF HOT SULPHUR SPRINGS EMBEZZLEMENT CASE
GRAND COUNTY, CO – On October 11, 2023, a Grand County Sheriff’s Office Detective met with a representative from the Town of Hot Sulphur Springs in regards to an allegation of suspected embezzlement by a former town employee. The Sheriff’s Office immediately initiated an investigation and requested the assistance of the Colorado Bureau of Investigation (CBI) High Tech Crime Unit. Due to the complexity of this investigation, it was expected that this would be an ongoing investigation for an undetermined amount of time.
On April 4, 2025, a Grand County Sheriff’s Office Detective presented an Arrest Warrant Application and Affidavit to the 14th Judicial District Attorney’s Office for review. Upon review by the District Attorney’s Office this was presented to a County Court Judge within the 14th Judicial District and a subsequent Arrest Warrant was issued for Jessica Webb, a fifty-one-year-old female from Hot Sulphur Springs for violations of Colorado Revised Statutes CRS 18-5-309(1)(a)(II)(A) Money Laundering (Class 3 Felony); (CRS) 18-4-401(1)(a);(2)(h) Theft (Class 4 Felony); CRS 18-8-407(1) Embezzlement of Public Property (Class 5 Felony); and CRS 18-8-404(1)(a) First Degree Official Misconduct (Class 1 Misdemeanor.
Webb was arrested on April 5, 2025, and transported to the Grand County Jail where she was later released on bond.
These charges are only accusations based on probable cause, and all defendants are presumed innocent until proven guilty in a court of law.
