Barricaded Subject Incident Results in Felony Arrest

BARRICADED SUBJECT INCIDENT RESULTS IN FELONY ARREST

GRAND COUNTY, CO – On Wednesday, May 21, 2025 at approximately 4:49 p.m. the Grand County Communications Center received a report of a sexual assault in progress at the Granby Jones Mobile Home Park, located in unincorporated Grand County.

Initial responding Deputies and Officers were able to contact the female victim as she fled from the residence and attempted to contact the male suspect inside, who was believed to be the sole occupant. As Officers attempted this contact, two Officers on scene reported that the suspect had produced a firearm or other simulated weapon. In an effort to deescalate the situation, deputies established a perimeter and called in additional law enforcement units including the Middle Park Emergency Response Team (ERT). The ERT is comprised of Deputies from the Grand County Sheriff’s Office and Officers from the Fraser Winter Park Police Department, Granby Police Department and Kremmling Police Department along with specialized paramedics from Grand County Emergency Medical Services. Grand Fire Protection District and the Grand County Office of Emergency Management also provided operational support.  

Deputies immediately began attempting to negotiate with the suspect, established a perimeter around the area and worked to evacuate any nearby mobile homes. A Code Red emergency alert notification was issued by the Grand County Communications Center to the surrounding area to shelter in place.

Deputies continued to work to negotiate a peaceful surrender for several hours including the use of various less lethal tactics to encourage voluntary compliance. During this time frame, Grand County Sheriff’s Office Detectives applied for and obtained a Search Warrant for the residence as well as an Arrest Warrant for the occupant, Louis Armstrong, a fifty-five year-old-male from the Granby area. At 10:53 p.m. the suspect exited the trailer and was safely taken into custody. He was precautionarily evaluated by Grand County Emergency Medical Services on scene and transported to the Grand County Jail. 

Armstrong was booked into the Grand County Jail on the Arrest Warrant for violations of Colorado Revised Statute CRS 18-3-402 Sexual Assault (Class 4 Felony); and CRS 18-3-303 False Imprisonment (Class 2 Misdemeanor). Armstrong is currently being held on no bond for this Warrant. Additional criminal charges are being reviewed. 

These charges are only accusations based on probable cause, and all defendants are presumed innocent until proven guilty in a court of law.

Unfortunately, this is an example of how the decisions of one person can impact many in our community.
