Hazard Mitigation Plan
The purpose of natural hazard mitigation is to reduce or eliminate long-term risk to people and property from natural hazards. Grand County and participating jurisdictions first developed this multi-hazard mitigation plan in 2008 to reduce future losses to the County and its communities resulting from natural hazards. The plan was updated in 2013 (submitted in 2015) in accordance with the requirements of the Disaster Mitigation Act of 2000 and to maintain eligibility for the Federal Emergency Management Agency (FEMA) Flood Mitigation Assistance, Pre-Disaster Mitigation, Hazard Mitigation Grant Programs. Since the original development of this plan, FEMA guidance for local hazard mitigation plans has been refined and updated. This plan was updated in 2020 to be consistent with the new FEMA guidance and with Grand County’s current hazard mitigation priorities and risks. The next Plan update will be in 2025.

Emergency Operations Plan
The Grand County Emergency Operations Plan (GC-EOP) describes the structure and processes comprising a countywide approach to incident management designed to integrate the efforts and resources of local government, private sector, and non-governmental organizations. The GC-EOP is important in the mission of reducing the vulnerability to all-natural and manmade hazards, minimizing the damage, and assisting in the recovery from any type of incident that occurs. Our goal is to have a disaster-resilient community, ‘the ability to resist, absorb, and recover from a disaster emergency.’
The GC-EOP includes planning assumptions, roles, and responsibilities, concept of operations, incident management actions, and plan maintenance instructions. The primary details of the EOP are found in the ESF Guidelines, which are function specific for the coordination and delivery of specific services.
The GC-EOP provides a basis for the coordinated planning and management of emergencies and disaster events most likely to occur in Grand County. It is intended to be used when a situation requires:
- an emergency declaration
- multiple agencies or departments coordinate with outside agencies/entities, or
- when an incident escalates beyond the capabilities of Grand County and it is necessary to seek regional, State, and/or federal assistance.

Community Wildfire Protection Plan
The creation of the Grand County Community Wildfire Protection Plan is a continuation and enhancement of the Grand County Fire Plan which was completed in 2002 as a direct result of the National Fire Plan. The impetus for completing a Community Wildfire Protection Plan (CWPP) in Grand County has never been greater due to the enactment of the Healthy Forest Restoration Act (HFRA). This landmark legislation includes the first meaningful statutory incentives for the US Forest Service (USFS) and the Bureau of Land Management (BLM) to give consideration to the priorities of local communities as they develop and implement forest management and hazardous fuel reduction projects.
